Giving Voice to Quality: A Consumer Dialogue on 
Facility-Based Long-Term Care

On April 29th 2005, the National Citizens' Coalition for Nursing Home Reform (NCCNHR) hosted a White House Conference on Aging officially designated event.  The forum, held in Washington, DC, brought together residents, family members, citizen advocates, long-term care ombudsmen, and policy makers from various state and federal agencies.  After a keynote address by Elma Holder, providing a history and background of the nursing home reform movement, and setting the tone for the meeting, four resolutions were presented. Each in turn was followed by comments from participants.  Residents and family members spoke passionately about their experiences in long-term care; ombudsmen from around the country spoke about implementing the vision of Dr. Arthur Flemming, the designer of the program and the chair of the first White House Conference on Aging, and the critical funding needs to fully carry out his vision; and many spoke of direct-care staffing issues that inhibit the delivery of quality care.

In addition to NCCNHR, co-sponsors of the event included the National Academy of Elder Law Attorneys (NAELA), the National Association of State Ombudsman Programs (NASOP), the National Association of Local Long-term Care Ombudsmen (NALLTCO), and the Center for Medicare Advocacy.
